Cardinal skill Frigid Breeze

Hello just a question, i have this skill at lvl 1 im lvl 155 but my question is, is this skill really worth?

My job lvl is 31 i chosed to have higher job lvl than that skill at lvl 2, because need alot of job points, so all of u cardis, what you cand sujest me?

"frigid breeze" decreases the cooldown of arctic blast. i would get it, jp is unlimited.

I wouldn't take it before getting to job 50, but w/e.

It's basically a job point sink. 0.4 seconds per level is mehhh I'd max job level first since you need all the mp you can get to continually spam it anyways.
